Serving and Working with Nebraskans with Hearing Loss
Article Provided by Ben Sparks, Public Information Officer, Nebraska Commission for the Deaf and Hard of Hearing
The Nebraska Commission for the Deaf and Hard of Hearing (NCDHH) has estimated that approximately 158,000 Nebraskans have hearing loss. Of students graduating in 2012, it is estimated that 25% will have impaired hearing. We want to make sure that these people, can all enjoy “The Good Life”.
The Nebraska Commission for the Deaf and Hard of Hearing is the Nebraska’s agency for information and referral regarding hearing loss issues and their impact on the citizens of our state. NCDHH strives to unite public and private resources through advocacy, legislation, and public presentations. NCDHH also offers information and referral on assistive technology, behavioral health, and sign language interpreter licensure/certification programs. NCDHH also supports a number of state programs and services. For example, the Nebraska Specialized Telecommunications Equipment Program (NSTEP) offers Nebraskans with hearing loss free telephone equipment without income restrictions. This program is offered collaboratively with the Public Service Commission and allows Nebraskans to select telephone equipment that best meets their hearing loss needs.
NCDHH in its efforts to help people with hearing loss, offers training to staff and administration of state, public, and private service providers on the topic of “Serving and Working with Nebraskans with Hearing Loss”. The information presented will enhance the work environment as well as increase client satisfaction. Your co-workers who experience hearing loss will appreciate efforts you make to accommodate their hearing loss. Clients will leave your offices knowing that effective communication is a high priority in your daily operations.
During training, topics such as “What IS Hearing Loss?” and “Communication Tips” will be covered. The responsibilities of service providers, both public and private, under the Americans with Disabilities Act and the Vocational Rehabilitation Act, Section 504 are discussed. Technology and it’s evolution in the recent decades is another frequently requested topic. Below is a sample of how various state agencies have benefited from the training and advocacy that NCDHH staff have given.
Over the past several Basic Academies, we have provided NCDHH’s hearing loss training to our Basic Law enforcements Students here at the Nebraska Law Enforcement Training Center. The training has provided valuable insight for our officers on how to communicate with the deaf and hard of hearing. I’m confident when I say after the students that have attended this training will be much more confident when they encounter a person with a hearing disability, as a result of attending this training. The basic law enforcement student’s evaluations have been consistent in stating that they learned a great deal and are pleased they had the opportunity to attend this training. The role playing that the students do in this class simulating a contact with a deaf person is a valuable learning experience for the students. Mr. Weverka is an outstanding presenter; he keeps the student involved, and provides them personal insight into his experience as a deaf person.
-Gus Hitz, Staff Instructor, NLETC
Many people experience hearing loss and feel isolated from their families and friends because of it. Yet, it is the belief of NCDHH that having a hearing loss is not a loss of dignity. Policy Provides Guidance for Employees during Winter Months
Icy roads, blowing snow - some of us have already encountered a taste of Nebraska’s winter weather. The following is the State of Nebraska Emergency Weather Policy:
Agencies and departments of the State of Nebraska have a statutory responsibility (81-113) to be open for the transaction of business from at least 8:00 a.m. to 5:00 p.m., Monday through Friday.
Prior to the onset of inclement weather, agencies should develop plans and alternatives on how best to serve the public should a weather emergency arise. All employees should be made aware of the procedures developed for that agency.
With the safety and welfare of our employees as a concern, employees will determine for themselves their ability to drive to work safely, the condition of their vehicle, and the immediate road conditions.
If an employee chooses not to report to work, they should follow their own agency policy for reporting their absence.
Employees choosing not to work during adverse weather conditions will have to use accrued vacation leave, earned compensatory time, or leave without pay. If feasible, agencies may allow employees to make up missed work time within the work week.
If an employees’ normal work site is not open, for example in locations where employees work in buildings that are not owned or operated by the state, and an alternative work location is not an option, then the employee may be placed on a ready to work status. This means that they are ready and available to be called back to a work location, at any time. Employees in a ready to work status will be compensated. Employees shall perform any state work possible during this status.
Agencies are directed to be as reasonable as possible in the approval of the use of vacation, compensatory time, or leave without pay. Also, if possible or necessary, agencies are encouraged to allow the employees to make up any lost work time due to weather related conditions. Agency directors may authorize employees to work from other locations.
If you have any questions concerning this policy, please contact the AS - State Personnel Division at (402) 471-2833.
