Director's Office

Administrative Services (AS) has the responsibility of providing centralized support services to state agencies, boards, and commissions. These functions are spearheaded by the agency director through 13 separate DAS divisions. The Director's Cabinet is made up of these 13 division heads, and the divisions are divided into four sub-cabinets: Finance, Technology, Human Resources, and General Services. 

As we move into the 21st Century, we in Administrative Services collectively fill a critical role for government in Nebraska. AS provides managerial services to state government. For us to be effective at this challenging task, we must provide leadership; we must be accountable for our actions; and, most fundamentally, we must provide quality services.

Accounting

The Accounting Division operates and maintains the statewide financial systems, including the accounting and payroll systems. It pre-audits agency transactions, issues statewide financial reports and coordinates the long-term financing needs of the State.

Budget

The Budget Division reviews State agencies' budget requests, prepares budget recommendations for the Governor to the Nebraska Legislature, reviews all legislation for fiscal impact, and manages the execution of the approved State budget. This division also conducts program and fiscal analysis in response to requests or to reports on the management, performance, or cost of State government programs.

Building

The Building Division is responsible for providing centralized procurement, operation, maintenance, management and security of state-owned space (which includes buildings and parking facilities in Lincoln, Omaha, North Platte, and Scottsbluff) as well as leased space throughout the entire State. The division is also responsible for coordinating statewide comprehensive facility planning. Staff architects perform independent reviews, analysis and oversight of capital construction projects for all agencies to ensure efficiency and appropriateness. Restoration, renovation, preservation and public tours of the State Capitol, which has been designated as a historical landmark remains one of the priorities of this division's responsibilities.

Chief Information Office

Statutory Duties of the CIO

  1. Maintain, in cooperation with Administrative Services, an inventory of non-education state government technology assets, including hardware, applications, and data bases;
  2. Recommend policies and guidelines for acceptable and cost-effective use of information technology in non-education state government;
  3. Advise the Governor and Legislature on policy issues affecting non-education state government related to information technology;
  4. Coordinate efforts among other non-education state government technology agencies and coordinating bodies;
  5. Implement a strategic, tactical, and project planning process for non-education state government information technology that is linked to the budget process;
  6. Assist the budget division of Administrative Services and Legislative Fiscal Analyst in evaluating technology-related budget requests;
  7. Work with each governmental department and non-education state agency to evaluate and act upon opportunities to more efficiently and effectively deliver government services through the use of informational technology;
  8. Recommend to the Governor and Legislature methods for improving the organization and management of data by non-education agencies to achieve the goals of making information sharable and reusable, eliminating redundancy of data and programs, improving the quality and usefulness of data, and improving access to data, and implement such recommendations as the Governor or Legislature may direct;
  9. Monitor the status of major non-education state government technology projects;
  10. Administer such funds as may be appropriated to the Chief Information Officer by the Legislature; and
  11. Complete other tasks as assigned by the Governor.

Communications

The Legislature created the Telecommunications Bureau in 1967. This government agency had been designed to coordinate telecommunications throughout the state. By 1975, it became apparent that additional needs of the state were not being serviced. Laws were enacted that addressed these requirements. From the former Telecommunications Bureau was formed the Division of Communications.

The Division develops telecommunications systems jointly used by all state government and various political subdivisions; consolidates telecommunications owned or used by the state; and coordinates all state government telecommunications statewide. These duties are administered by five operating sections, each guided by a manager.

Employee Relations

State labor contracts are negotiated and administered by the Employee Relations Division along with developing and coordinating the State’s approach to industrial relations through consultation and training.

The processing of employee grievance appeals to the State Personnel Board and voluntary arbitration are administered by the division. They assist in problem solving regarding questions involving labor contract interpretations, application of statutes and employment laws. This organization also conducts employment-related investigations. The Employee Relations Division conducts formal and informal hearings in an attempt to reach resolutions and render decisions based on findings of facts and conclusion of law.

Information Management Services

To serve the people of Nebraska by providing responsive, reliable information management services to our clients in an efficient, cost-effective manner.

Materiel

Nebraska State Purchasing of the Materiel Division of AS has the power and duty to purchase or contract for, in the name of the State, the personal property required by using agencies and the State.

Nebraska's Competitive Bid Bulletin is continually updated. The bids indicate goods or services that are out for competitive pricing. This includes: Request for Quotations (RFQ's) for goods on a one-time or contract basis; and Requests for Proposals (RFP's) for services on a contract basis. Risk Management

The DAS mission is to provide expertly managed services to our customers to maximize the efficiency of State Government. The Risk Management Division provides services focused on protecting and, in the case or loss, restoring, all states assets, whether tangible, such as real and personal property, or intangible, such as human resources.

The DAS Risk Management Division wants to be a partner with state agencies and state employees to ensure Nebraska State Government is mitigating our risks, adequately protecting our resources, efficiently processing claims against the state, and continually planning for recovery of our resources should something go wrong.

309 Task Force

The Task Force for Building Renewal reviews, classifies and recommends funding to the Governor for various deferred-maintenance projects as requested by State agencies. In its review, the Task Force considers deferred repair, fire life/safety, ADA (Americans with Disabilities Act) and energy conservation projects. It funds requests based on priority need. The Task Force also assists and advises agencies on specific problems and provides maintenance training and workshops to assist personnel in the operation of their facilities.

Transportation Services Bureau

Transportation Services Bureau Vision and Mission:
To maintain and operate a fleet of motor vehicles for all State Agencies, Boards, and Commissions to use in carrying out their missions and to do so as economically as possible. (For example: The budgeted mileage rates for FY 97/98 and FY 98/99 continue to be lower when compared to FY 82/83.);
To provide services and guidance to management in the utilization and operation of both State and privately-owned motor vehicles used for official travel;
To monitor the transportation requirements of the State and maintain complete records on the TSB fleet;
To monitor the utilization of permanent assigned TSB motor vehicles and enforce minimum usage requirements by recalling permanently assigned units from agencies which are not meeting established guidelines;
To consult with various agencies buying State-owned vehicles and write specifications to be submitted to the DAS/Materiel Division for motor vehicles to be purchased;
To be a leader in the area of alternative fuels, adding more Fuel Flexible Vehicles (FFV) to the TSB Fleet. Note: The TSB Fleet currently has 162 FFV E85s, with additional FFV E85s to be ordered. TSB continues to be a major player and leader in the area of Alternative Motor Vehicles and Fuels.
